I have examined the attached Statement of Assets and Liabilities and Statement of Receipts and Payments in accordance with the provisions of Section 12(1) of the Audit Ordinance. Subject to the observations contained in my report on the accounts of the Hong Kong Government dated 15 October 1986, I have obtained all the information and explanations that I have required and I certify as a result of my audit that in my opinion the provisions of paragraph 6 of Annex III to the Sino-British Joint Declaration have been complied with and the attached Statements are correct.
