He may also wish to go further into the conditions relating to the issue of work and UK residence permits for Hong Kong Chinese as well as financial assistance for inward investors. It would therefore seem to be more appropriate for Mr Coppel to be seen by officials instead and I submit a draft reply in this sense with which the Home Office, FCO and Department of Employment agree.
