I enclose a copy of a letter of 31 May and its enclosure from Mr Michael Fallon MP and Lord Elliott about the UK immigration rules and their effect on potential inward investors from Hong Kong. I should be grateful for your advice on what response might be made in the form of a contribution to the reply. You may like to know that this subject was also raised by the North of England Development Council (NEDC) at a recent meeting on inward investment in the DTI with the Regional Development Organizations. I enclose the relevant extract of the meeting.
