We agreed that HMG should adopt a "self-denying ordinance": although a certain level of investment activity could be regarded as normal and legitimate, we should not attempt to inspire anything more. This has remained our policy. The majority of the Regional Development Agencies (through the mediation of DTI's Invest in Britain Bureau)
have adhered to it.
