HONG KONG: INWARD INVESTMENT AND PASSPORTS
1. I mentioned to you orally that Mr Repton had some reservations about speaking to Mr Morrison on the lines suggested in your submission of 20 October. He is inclined to share the view that there is no harm in discreetly encouraging Hong Kong investors, who are in any case planning to invest outside the territory, to place their money in Britain. He agrees entirely, however, that British passports should not be given to everyone who brings a large sum of money into this country.

Mr Renton nevertheless spoke to Mr Morrison in the House last night. On inward investment, Mr Morrison said he had no sympathy with the FCO line. On passports, he simply observed that he was sure the Prime Minister agreed with his view.
3. Mr Renton does not think we need take these reactions too tragically. He doubts whether Mr Morrison's views will lead to irresistible pressure on us to change existing policy.
