I have written to Locate in Scotland to ask for information about the Strathclyde Regional Council's proposal to open an office in Hong Kong. It seems from what you say that it could be a trade and investment office. I will write again when I have their reply.

We were aware of the Yorkshire and Humberside proposal and you may recollect that we had an exchange of telegrams about it just prior to Mr Morrison's visit last September. We have made clear to the YHDA the need for them to take a low profile in Hong Kong and asked them to ensure that Mr Barrie Cook keeps in touch with you so you are informed of his activities. If you find that he does not do this, please let me know and I will take the matter up again with the YHDA.
I appreciate your point that, with more offices opening, the total profile increases. Chris Priston is consulting you about a possible visit to Hong Kong on his way back from Japan next February and this is a subject which he would wish to discuss with you. There may be ways in which the profile can be reduced if necessary by making such offices Far East regional offices with responsibilites wider than Hong Kong itself, by including trade promotion activities and by avoiding general publicity for inward investment.
