To meet in May, probably in Peking, to discuss:

certificates of identity with a view to agreeing right of abode endorsement and a suitable period of validity for CO1's after 1997;
the design details of the new I.D. Card; and
to explain the amendments proposed to the Immigration and Registration of Persons Ordinances to give effect to the agreements reached in the BN (0) package.
Membership : A. Carter (D. of Imm) probably with
Mrs. R. Ip (PAS (S) D1), J. Mathews (Crown Solicitor) and either a representative from the Peking Embassy (if in Peking) or from PA's Office (if in Hong Kong) & interpreter.

Preparation required :
(a) to agree line to take at expert level on
the period of validity after 1997;
(b)
(c)
to prepare speaking notes explaining amendments to ROP and Imm. Ordinances;
design of new I.D. card to be finalized.
