The following are expected to take place between
now and JLG IV ( (22-25 July).

International Rights and Obligations
Meeting in Hong Kong in the week commencing
28 April to discuss
(i) establishing the Sub-Group;
(ii)
UPU:
(iii)
WMO:
(iv)

principles (probably); and
consultation with the Chinese before
applying new rights and obligations to Hong Kong before 1997 (possibly).
Membership: F. Burrows (leader), R.C. Wilson,
A. Tʊ, P. Sham (DRO & ?) and H.G. Ardley
?) and H.G. Ardley (PMG & ?) & interpreter.

Preparation required :
(a)
paper on WMO nearly completed;
(b)
answers to questions on UPU raised by Chinese side (nearly completed);
(c)
speaking note on principles (completed);
(d)
revised document on establishing the Sub- Group (to be prepared);
(e)
IT. Shipping
clear with ExCo those treaties to be recommended for deletion from the British lists.

To meet around mid-May probably in Peking to
(a)
the answers to the nine questions raised at JLG III: and
(b)
the proposal paper in general.
