Α slight problem with both your lunch (including members from Hong Kong) and Mr Renton's dinner is the size of the British delegation and a resulting imbalance of the
guest list.
For Mr Renton's dinner, we have provisionally
booked Lancaster House for up to 36 people. We propose 21
on the British side and 15 on
on the Chinese side (including Mme Zheng Youyun of the Chinese Embassy to make up numbers: we understand she has Hong Kong responsibilities). For
your lunch we propose a ratio of 17 to 13. I think that degree of imbalance is quite acceptable.
Security
9.
We are arranging for security passes to be issued to the Hong Kong and Peking members of the British delegation.

delegation will be submitted to Security Department 24 hours before the first meeting, in order to comply with
Security Department's instructions: they will of course
be escorted to and from the meeting room.
