I owe you a reply to your letter of 5 March. Apologies for the delay.

We spoke formally to NCNA as instructed on 21 March. Mr. Ji's reply was positive but a bit coy: Xu was very grateful for our offer and the points we made were fine; but since this was a private visit it was not fitting for the Chinese side to bid for specific calls/visits; so could we please let them have our suggestions? We invited Ji to skip the protocol and come up with some ideas; he resolutely declined.

So the next step would seem to be to put an outline COI programme based on common sense to the NCNA and get them to take a view on that basis. Do you think this could be telegraphed?

Ji (who appears as Yi in your letter) gave us the following travel arrangements for the party, which will no doubt already be available to you: arrive London from Rome on 11th by BA503; in London for the nights of 11th 14th May inclusive and again on the 17th; booked at the Selfridge
Hotel.
