HCDC: VERY GRAND TOUR
Addressees will be aware that Minister (AF) has approved the written briefs prepared for the HCDC's Very Grand Tour, subject to some minor amendments. The briefs have now been passed to the Committee, whose Clerk has in return made known their wishes for the oral briefing sessions on 18 and 19 November. In short, they have asked that these sessions should be informal and low-key; and they will, of course, be off-the-record. They are mainly concerned to get a feel for the UK perspective on the main issues, and clearly believe that they themselves will be capable of assessing the local views of things when they arrive.
2. On Hong Kong, the Committee have said that they are particularly interested in:

the overall security situation;
the future of the Brigade of Gurkhas; and
financial matters.
Apart from these subjects, they have indicated that they are content with their written briefs; there is no further need, therefore, for AG Sec, PL(SPP), Med F&S or RM3 to hold themselves in readiness for the oral session. I am sure they will be glad to stand down. I have suggested to APS/S of S that the remaining members of the team should be AUS(DS), DROW, Head of HKD, Head of RP(Army), and Sec(0)(C), with FCO(DD) and (if DROW wishes) ROW
