I attach a draft opening statement for you to use at next Tuesday's oral briefing session on Hong Kong. I have discussed the broad outlines with the ROW staff and with Hong Kong Department.
2. You may feel it goes too much into the nitty-gritty of the future of the garrison; if so, much of paragraph 5 could simply be omitted. I am sure the Committee will home in on the subject in the Q&A session anyway.
3. I also attach, for information, a copy of the Committee's programme.
