There is a general threat to British interests from Irish Republican terrorists, Libya, 'Abu Nidhal (AN), the Revolutionary Organisation of Socialist Moslems (almost certainly an AN nom de guerre for attacks on British interests) and to a lesser extent other terrorist groups having members imprisoned in UK: an example of the latter might be the Armenian Secret Army for the Liberation of Armenia (ASALA), which has one member in this

this situation. AN has 4 members in prison in UK and has threatened "liberate" its imprisoned personnel. The group's attention may have been refocused on UK by the sentencing on 26 September of one of the 4 to 25 years.

The Libyan aspect of the case was brought out during the trial. An attack by Libya on British interests is though generally more likely to be made through surrogates or mercenaries, although the possibility of a direct attack can certainly not be ruled out. It is possible, although unlikely, that Libya might instigate an attack overseas on a member of the Royal Family. Areas in which attacks on British interests are most likely to be made are Western Europe, the Middle East, North Africa and (in respect of Irish terrorists) the Republic of Ireland.

2. We are not aware of any international or indigenous terrorist

acts having been committed in Hong Kong, or of the presence of any Irish Republican support groups.

There is no Libyan Peoples Bureau.

An extensive investigation

into the

(LPB) in Hong Kong. Far East manager of a Libyan company, Litraco, which has offices in Hong Kong and is allegedly a front for Libyan intelligence has produced no evidence of terrorist involvement.
