Mr Galsworthy will recall having met Mr Carter-Jones on 11 December. The latter visited Hong Kong and Chinakis January as guest of Harry Fang.
Part of the Hong Kong visit was HKG-sponsored.

HKGO forewarned me yesterday that Carter-Jones had sought a meeting with the Governor in Hong Kong: such meetings are not the rule for MPs, and he was
politely f obbed off. Mr Carter-Jones is now angling for
meeting with the Governor in the UK this week.

PA to Sir Edward Youde has now passed the attached letters to me for advice. I have discussed with HKGO (Stephen Lam): they are suspicious that Mr Carter-Jones intends to pass s ome message to the Governor (whether from Dr Fang, the Chinese or ev en BA is unclear). They think that if Mr Carter-Jones is to see the Governor HKD should debrief the former first.

It is not quite clear to me why HKGO should have reached this conclusion: plainly arrangements for the visit were not a great Success and possibly they are over-reacting. We can quite easily fob Mr Carter-Jones off again the Governor has a busy programme. HKD might meet him as an alternative particularly i f he wants to discuss Hong Kong/China issues (including aviation) more than rehabilitation. Grateful for your advice on how the Governor (or HKD) should respond to Mr request.
