Visit to Hong Kong by the
House of Commons Defence Committee
John Boyd has passed to me your letter of
22 April 1986 concerning this visit.
The Chinese angle to the Committee's visit will provoke questions about the future of the Garrison and stationing of the PLA in Hong Kong. These issues are likely to be 'live' by the time of their visit. The renegotiation of the DCA will also be a developing issue.
These delicate areas are no reason to oppose the visit. But we need to be clear as to the risks, We shall have to be careful about publicity given Chinese sensitivities and the implications of these issues for confidence here,
Could I suggest that we discuss this issue when you
are here in June?
