MR SPICER'S WORLD TOUR

1. I spoke to Miss Susan Rook, Mr Spicer's Private Secretary, about the "round the world trip primarily covering aviation bilaterals" mentioned in FCO telno 150 to Ottawa. Although plans are not yet finalised (!) Mr Spicer is planning an itinerary along the following lines:
12 September fly to Hong Kong; spend 2-3 days in Hong Kong covering matters related to the unscrambling of ASAS and the secondment of UK officials to the Directorate for Civil Aviation in Hong Kong.
Then to Japan, where Mr Spicer has personal interests from his previous incarnation, but where he will also look at developments in Japanese aviation policy.
Vancouver for a one day visit to Expo on 25 September.
San Francisco or Los Angeles or Seattle for a few days, perhaps on commercial matters.
Ottawa on 29 September to discuss UK/Canada Air Services.
Maybe Washington if there is any need for him to go there but this depends on progress in the current negotiations with the US.
New York for what will probably be a private visit as Mr Spicer cannot think of any Department of Transport work he might do there.
2. As far as I understand, none of the geographical departments involved in this world tour have been informed that Mr Spicer intends to make this trip, although planning seems reasonably advanced.
