1. I submit a draft interim reply to Mr Waddington's Private Secretary's letter of 9 July.

I also submit a draft telegram to posts in the ISC
asking for their comments on this visit. We have no firm
grounds for objecting to the visit. I understand that
Mr Eggar hopes to visit Pakistan and Sri Lanka in January.
3. It will also be necessary to clear the matter with
the Acting Governor of Hong Kong and I have asked Anthony
Layden to take on this task.
