1. Mr Waddington's Private Secretary wrote to you on 9 July seeking the Secretary of State's agreement that the above visit should go ahead as proposed. In your interim reply of 22 July, you said that we were consulting Posts about the proposed visit and that you would write again when they had responded.
2.
All Posts have now done so, generally welcoming the proposal that Mr Waddington pay them a visit next month. There may a problem over access to Indian Ministers and officials of which Mr Waddington's Private Office has been made aware. Mr Waddington however appears undeterred.
I recommend that the Secretary of State approves the visit as proposed and that you write to PS/Mr Waddington informing him of this. I submit a draft Private Secretary letter.
