MR WADDINGTON'S PROPOSED VISIT TO THE SUB CONTINENT AND
HONG KONG

1. Mr Waddington proposes to visit the Sub Continent and Hong Kong in the second half of September. His Private
Office wrote to the Private Secretary to this effect on
9 July. The latter sent an interim reply on 22 July indicating that he would write again once we had the posts
reactions to the proposed visit.
C D E F 2. Posts were generally in favour of the visit, although
New Delhi suggested that the Indian Government might prove
difficult in giving Mr Waddington access to Ministers and
officials. Nevertheless, New Delhi felt that a visit to
the other main countries of the Sub Continent while omitting
India would be undesirable and that Mr Waddington should go
to India even if only on a pastoral visit to see the work of
Immigration Sections.
3. The Secretary of State considers that the situation has
been altered by the Indian decision to appoint a special
representative to discuss the Sikh issue with Mr Renton.
