Thank you for your letter of 15 August about my proposed visit to the Sub-continent and Hong Kong.

I quite appreciate the difficulties with the Government of India and the need not to damage the prospects for Tim Renton's talks with them.

I agree, therefore, that I should not visit India in advance of those talks. However, I cannot sensibly alter the dates on which I have planned to be in the Sub-continent and I think a visit to Pakistan and Bangladesh, but not India, in September might create even more problems than a visit to all three countries. In the current climate, it is not beyond the bounds of possibility that the Indian Government or media might regard such plans as a deliberate snub and evidence of a guilty conscience on the Sikh issue. I should therefore like to postpone the visit to the Sub-continent until perhaps the New Year.

However, with the nationality issue resolved and with the prospect of decisions having to be taken in the next few months on the refugee question, I think that it is now the right time to visit Hong Kong: and the Home Secretary agrees that I should make such a visit for five-seven days during the second half of September.

I shall be glad to know whether you are content that I should to proceed as proposed.
