Proposals for estimates purposes involve only those visits overseas by the Secretary of State and FCO Ministers, not by the Prime Minister. They do not have to be justified in quite the same detail as those for the MVC, but Departments should bear in mind both the need to give these proposals serious thought, and that subsequent applications to the Treasury for extra funds might well leave us short towards the end of the financial year.

9 Estimates for expenditure on Ministerial overseas visits for 1987/88 should also be completed by 26 September, and sent direct to Mr Venable in Protocol Department, Room OAB SG92.
