The Secretary of State has read Mr. Renton's Thr. Hill, legal minute of 15 December, and was very grateful for the arduous journey which he undertook and the illuminating report.

He entirely agrees about the difficulties ahead on the 1987 review in Hong Kong and the Basic Law. He will be having a preliminary discussion on this with officials this week.

On India he has commented that the lesson expounded in paragraph 9 of Mr Renton's minute is the right one. He also hopes that we are keeping alongside the Canadians: he did not mention the subject to Joe Clark when he met him in Brussels, but hopes to see him again in January, which might provide an opportunity to discuss the subject.

He agrees the Duke of Kent idea is worth thinking about seriously: it may be that there are others who could be involved, such as Princess Anne.

On paragraph 14, he has commented that we shall need to be sure that the warning is widely, but tactfully, spread. He recalls Mr Alexander's story of the role of the Prime Minister on the side of the angels, and of the extent to which she is remembered as "Indira's friend".
