MR RENTON'S VISIT TO CHINA: 18-23 JANUARY

Problem

1. We need to instruct our Embassy in Peking and Consulate-General in Shanghai how to respond to Chinese proposals for Mr Renton's programme.

Recommendation

2. I submit a draft outline programme, which encapsulates the proposals, so far received, together with self-explanatory drfat telegrams to Peking and Shanghai.

Background and Argument

The outline programme is based largely on Peking telegram no 24 and Shanghai telegram no 2, which report the respective proposals of the MFA and the Shanghai municipal authorities. These build on my submission of 20 December, and I believe they form the basis of a balanced and worthwhile visit which makes good use of the time available. However as discussed between you and Mr Ashton, some minor modifications would be desirable. I have incorporated the following specific points into the draft telegrams:

a) Mr Renton would not wish the formal talks to be compressed into one session of three hours or more on the afternoon of the day of arrival. It would create timing difficulties to avoid talks entirely that day. But an opening session from 1400 - 1530 hours, followed by tea with Embassy staff and wives might be better. The second round of talks could be from 0900 - 1030 on Monday 20 January.
