Crime Prevention and

Private Security Companies

The inclusion of this subject was specifically requested by the Chinese side and considerable interest was displayed by the party during a visit to Crime Prevention Bureau. Pertinent questions on the commitment of manpower resources to crime prevention, methods used in advising the public and security devices were asked by the group and a full explanation of Hong Kong's approach to this subject was given. A supply of crime prevention tracts and pamphlets was provided and the group took a large number of photographs of security equipment in the display rooms.

In later meetings the Chinese side were advised of Government's role in crime prevention through Fight Crime Committees and Fight Crime Campaigns.

A special interest was expressed in private security companies operating in Hong Kong including :-

their role in law enforcement/crime prevention their involvement in the supply and maintenance of security equipment

the attitude of the public to such organisations the legal and procedural methods used in controlling such organisations.

A supply of brochures on certain private security organisations and a paper setting out licensing provisions was handed to the group.

During round-up talks Mr. LIU Wen remarked that he admired the system whereby such security companies existed and said that at some later stage he would like to visit one of the major operators in this field with a view to introducing something of this nature in China. He also stated that he had in mind to issue regulations which would require people in China to install suitable security devices in appropriate circumstances.

He said he would consider sending a study group to Hong Kong to study both crime prevention methods and private security organisations. The Commissioner of Police commented that greater emphasis on this aspect of police work could be built into the programme on their next visit including the role of PPRB.
