structure of government, Governor, ExCo and LegCo and essential to maintain authority of the government. Efficient and stable government, he responded, was very important. We were determined to continue to build Hong Kong and were totally sincere and committed.
Might be useful to have a further round up and discussion before he left. He seemed
to welcome this.
Comment:
A useful meeting, Lu willing to talk about sensitive issues and to listen to views. Certainly leaves the door open to continue discussion on representative government and
other issues.
No so much worried about direct elections but that this would lead to formation of
parties (also Xu's views). Did not disagree ons tructu5e. Concerned that Government would lose its authority. Legislative Council would direct the Executive accountability, ministerial system. Agreed that we must continue with steady progress on practical matters.
