Mr. LU responded by saying that he recognised
that in drafting the Basic Law, the drafting team required
a good understanding of how various levels of the HK
government operated. He also agreed that they should
start from the present realities before deciding on what
ought to be preserved and what others might be changed.

On the question of HK's future government
structure, Mr. LU admitted to having heard a lot of views
very different views mostly emanating from a theoritical
base and expressed by people without experience in
administration.
But these views were expressed in good
faith which had to be listened and of course analysed.
