NATIONALITY
We recognize that nationality remains a sensitive issue in Hong Kong, particularl;
amongst non-ethnic Chinese. Went a long way to meet Hong Kong's wishes. Could
not fairly grant British citizenship to the non-ethnic Chinese, But we did all we could, and gave a strong commitment to the ethnic Chinese communities
to safeguard their future. Glad that was recognized and welcomed. Do not
think it helpful or necessary to expand or further define that commitment now.
2.
ACCEPTABILITY OF BN (0) PASSPORTS
Very aware of the importance attached to the international acceptability of
the BN (0) passport. Recognize that success of the nationality arrangements
depends on this. Will do all we can to help. FCO about to mount an
international campaign to ensure acceptability. Fact that BN (0) passport will
help to make clear the holder's returnability to Hong Kong should/ ensure there is no
difficulty in getting other countries to accept it.
3. BN(0) PASSPORT ISSUING
Understand Hong Kong have matters well in hand to start issuing BN (0) passports
from 1 July next year. Format settled (same as UK passport, pre-printed
British National (Overseas)) and understand Hong Kong are getting on with
designing the application form.
4.
REGULATIONS GOVERNING ACQUISITION OF BN(0) STATUS
Draft regulations currently being prepared. Will of course consult Hong Kong
as soon as they are ready. Aim to have them in place by the end of the year,
well in time for start date of 1 July 1987. Expect most applications to be
dealt with in Hong Kong, but regulations will allow for application to be made
anywhere in the world. Understand Hong Kong will maintain central register
of all BN(0) passports issued.
