Secretary of State covers the point much more briefly, but
of course in similar terms.
5. We have begun discussing the the Governor the text of
the statement which might be issued by Number 10 after the
meeting with the Prime Minister. He wishes to discuss this
further with the Unofficials after his arrival in London.
I shall submit separately about this, with a draft letter
to Number 10, in due course.
