Prime Minister informed of ExCo's endorsement of our
"planning assumption" on retention of British Governor up to 1997. Understand you are now considering how Chief
Executive might be introduced into present Hong Kong
structure.

Need
to
maintain dialogue with Chinese after your
visit. Ministerial contacts will keep up momentum. Also
visits by Chinese officials to Hong Kong: time to consider
invitation to Zhou Nan?

Hong Kong Students Joint Funding Scheme
Aware of strong arguments in favour of maintaining HMG's contribution to Hong Kong scheme at present levels. Decision on 1987/88 yet to be taken: I shall be discussing with Mr Eggar. Will keep Hong Kong's special circumstances very much in mind: but if some cut is inevitable will seek
to
it ensure
has minimal effect on number of students
funded and level of grants made.
