1. I attach a draft telegram to Hong Kong in reply to the
Governor's telegrams about his visit to London.

Sir R Evans does not know of this yet.

upset not to be invited back for discussions at the same
time. However I do not think he should be invited: if both
he and the Governor came back it would inevitably give the
impression that there was a crisis. You will remember that
this point was discussed
at the
Secretary
of State's
meeting on 20 December.
