HONG KONG: APPOINTMENTS TO THE JUDICIARY
1.
During a routine visit to London early next month, the
Governor of Hong Kong wishes to discuss with the Secretary of State,
a number of issues relating to the appointment of the Territory's
judiciary.
2.
For many years it has been the practice in this Department for
approval for all judicial appointments (except in the case of the
Chief Justice himself) which have been recommended by Hong Kong to
be given by this Department in the Secretary of State's name without
submitting the case to Ministers. I believe that you are the keeper
of dependent territories doctrine
