4. In addition to sessions of talks at the FCO we think that it would also be useful for Mei Zhaorong to go to either Chatham House or the IISS, or perhaps both. In short, we envisage a programme lasting at
least two days.
5. Overall, we think that David Wilson should be Mei's host and he would certainly wish to offer Mei hospitality. [We also think that it might be useful for the planning talks to continue slightly less formally over a lunch].

We would be grateful to know in due course whom Mei might bring, and would be very pleased to see a member of the Policy Research Department (Wye's letter of 3 November refers).
