Wu Xueqian said that the degree of agreement between
them would depend on the policy which they pursued. Son Sann often went his own way. Sihanouk was the only person
who could exercise control. There were differences between
the various groups, but Khieu Sampan had said he respected
Sihanouk's leadership and would not practice socialism
after Vietnamese withdrawal from Cambodia. If that policy
was pursued, there
a possibility of unity.

Wu
was
referred to the eight point proposal put
forward by the Coalition Government of Democratic
Kampuchea. He noted that some people claimed the proposal
had been made under Chinese influence. But Sihanouk was
not subject to Chinese influence. He had played a large
part in the formulation of the proposal and had made many changes to the draft prepared by Khieu Sampan.

Wu recalled that it was the Asean Countries who had
urged the Coalition Government of Democratic Kampuchea to put forward proposals of its own for a settlement. It was as a result of their urging that the eight point proposal
had been made. It had received a very favourable response,
even though it was not possible to put it into effect at
present.
