No question of veto. Joint Declaration says Hong Kong legislature to be elected. We are going ahead with review
next year as promised, cannot prejudge outcome. Believe
advantages of compatibility between changes we may make to Hong Kong system before 1997 and Basic Law which will come
into effect then are clear to all.
Increase in Hong Kong territory
Have seen recent press report, but heard nothing else of any such proposal. Doubt its accuracy.
