1.

As agreed, I have re-worked the draft speech for the Prime Minister at her dinner for Hu Yaobang (Mr Ashton's minute of 30 May). I have tried to make it 'snappier'. I hope that at least some of these changes are useful.

2.

It was not clear to me quite how long the speech should be or what 'level' of philosophy should be included in it. My version is rather fuller of 'philosophy' than Mr Ashton's but nonetheless is objectively pretty tentative. The more philosophy the speech contains, backed up by punchy examples, the more interesting it will be, of course. But broadly speaking any extra philosophy will have to be included at the expense of the bilateral back-patting which is always rather dreary to draft and probably even more dreary to deliver on the night. However, it is up to you to decide how this balance should be struck. I will happily try to beef up or expand the 'philosophical' elements if necessary.

3. I was not enthusiastic about the concluding Shakespeare quote in your version. But so far I have not been able to find a better one!
