DRAFT SPEECH BY PRIME MINISTER
During memorable visit to Peking in 1984 to sign
Joint Declaration on Hong Kong, invited both you and
Premier Zhao Ziyang to visit Britain. Almost exactly one
year ago, Premier Zhao sitting there [indicate seat].
Have been keeping seat warm for you: delighted now to
welcome you and distinguished delegation.
In Peking, you kindly presented me with splendid
Chinese edition of Encyclopedia Britannica, together with
Chinese-English dictionary. Encyclopedia not a papaya.
But nevertheless appropriate to recall Confucius'
observation in his "Analects".
