1. The Private Secretary's minute of 9 April to FED asked copy recipients to consider what it might be useful for the Secretary of State to do in Brussels on 23 May as "cover" for his meeting with the Chinese Foreign Minister.

A meeting with Lord Carrington is one possibility. The NATO Secretary General will have just surfaced from the Ministerial Meeting of the NATO Defence Planning Committee on 22 May and will be looking ahead to the NATO Ministerial at Halifax on 29-30 May. A meeting with Lord Carrington would enable the Secretary of State to discuss the handling of the Halifax meeting. Debate there is likely
to focus on East-West issues and arms control issues. A number of
controversial problems could arise. Mr Genscher is worried about how best to handle exchanges on SDI and may also pursue his idea of a major allied statement on arms control, which would constitute a
