If it were possible to take the Belgians into our confidence to the extent of explaining that the Secretary of State would be lunching with the Chinese Foreign Minister (there would be no need in practice to reveal much of the substance of the discussion to the Belgians),
I would expect Mr Martens' interest in a possible meeting to be increased.
