1.

You asked for advice on Mr Petrie's telegram 109.

2. This crossed with my submission of 23 April. You will see that the Secretary of State believes that his planned meeting with Lord Carrington will provide sufficient cover. However, Mr Petrie has reinforced the argument in paragraph 5 of my submission: he thinks the Belgians will find out about the Secretary of State's visit and be offended if they are ignored. My advice therefore

is that it would be highly desirable to fit in a meeting with Tindemans.

I also think that it would be worth asking for one with Mr Martens.

I have included a reference to this possibility in my separate

submission on possible bilateral points for the Secretary of State's meetings in the margin of the WEU Ministerial in Venice on 29/30 April.
