MEETING BETWEEN THE SECRETARY OF STATE AND THE CHINESE FOREIGN MINISTER
We discussed Peking telno 690 (attached) and I have also spoken to Dr Wilson.

We believe that the overriding objective is to have a relaxed and informal discussion at the lunch. This argues for keeping it as small as possible.

We understand that Mr Galsworthy plans to accompany the Secretary of State to Brussels: he is of course totally conversant with the Hong Kong scene. We propose that only Dr Wilson should take part in the lunch as well. He is the leader of the British side in the Joint Liaison Group, but also responsible for bilateral relations with China. If I was to be added to the team the concentration on Hong Kong would be more obvious: and therefore we think that I should not take part.
For similar general reasons we suggest that any official who accompanies the Secretary of State for
for his other discussions in Brussels could best be
be omitted from the lunch. So should Mr Petrie, although his Chinese counterpart is nominally the Secretary of State's host.
