CONFIDENTIAL
VISIT BY GENERAL SECRETARY HU YAOBANG
1.
Arrangements
sony well
Looking forward. First visit to Britain by purely Party Leader Hope not just to discuss practical issues, but also leave lasting impression of British culture and way of life-
2.
Delighted Vice-Premier Li Peng (closely involved in Guangdong
Nuclear Project) and disinguished sociologist, Mr Fei Xiaotong
(who studied at LSE), will be coming.
(Background: 8-12 June with 3-day official programme on 9-11. Main items in programme: talks and dinner at No 10; visit to
Oxford and Stratford; lunch at Buckingham Palace; lecture by
Mr Hu at Chatham House).
State Visit to China
3. Hope we can get programme settled in good time. Understand that return banquet on Britannia would be break from Chinese→ practice. But would be splendid and distinctive occasion; HM regards as important. Would not create presedent (because
Britannia-unique).
(Background: 12-18 October. Programme still under discussion via Embassy in Peking; but will probably include Peking, Shanghai, Xian, Kunming,, Canton. Major unresolved difference: HM would like return banquet on Britannia at Shanghai; Chinese not yet responded formally, but probably politically and practically difficult for elderly Chinese leaders. Ambassador Hu known to be concerned. Duke of Edinburgh will return to China after Royal visit to Hong Kong, for short visit in his World Wildlife Fund capacity.)
Chinese Students
4.
Pleased Sir Y K Pao scheme making progress. Hope memorandum ready for signature during Hu Yaobang visit.
