Governor, Chief Secretary, Attorney-General, Financial Secretary, all ex-officio, and up to 4 persons appointed by Governor.

Chief Minister is elected member of House of

Assembly considered by the Governor as likely to

command the support of the majority of elected

members.

The Governor acting on his discretion shall

appoint as Premier the member of the House of

Assembly who appears to him best able to command a majority in that House.

Chief Minister appointed from the political party gaining the majority of seats amongst the elected

members of the Legislative Council, or in the

absence of any such party the elected member best able to command the support of the majority of the

elected members.

Montserrat:

Governor, acting in his discretion, appoints as

Chief Minister the elected member of the

Legislative Council who, in his judgement, is

most likely to command the confidence of the

majority of the elected members of the

Legislative Council.
