In areas for which the Governor does not have special responsibilities or reserve powers, the Governor is in general obliged to act in accordance with the advice of the Executive Council. If the Governor acts contrary to the advice of the Executive Council on non-reserved matters he is obliged to report the matter to the Secretary of State.

The Cabinet is collectively responsible to the Legislature for the advice it gives to the Governor, and the Governor is generally bound to act on the Cabinet's advice except in relation to reserved matters. The Governor, acting in his discretion, may by directions in writing delegate, with the prior approval of the Secretary of State, to the Premier or any other Minister such responsibilities for matters relating to external affairs, internal security or the police

as the Governor may think fit upon such conditions as he may impose.

Governor is not obliged to act in

accordance with Executive Council's advice,

but where he does not do so he must report the matter to the Secretary of State.

The Governor is not obliged to act on the advice of the Island Council.
