7. It would be helpful if Lady Young could give her agreement before the end of the month to the paper being issued to the Governors in advance of the January Heads of Mission Conference. The last convenient bag to most of the territories leaves on 2 December and we will need to catch this if the paper is to be used as a basis for discussion at the conference.
