see the attached minute from David Brighty in Lisbon recording a conversation with the new Portuguese Prime Minister's diplomatic adviser. this Martins da Cruz suggests that Prime Minister Cavaco a Silva might ask us to brief a small Portuguese team on Chinese negotiating tactics. says that Salgueiro, who Dr Wilson briefed last year, has lost responsibility for Macau. David Brighty did not react enthusiastically to the proposal.
