After initial courtesies, Mrs Chalker reminded Sra Aguiar of the UK's continuing interest in Macanese access to the Community. Had there been any progress in the Inter-Ministerial Committee's discussions on a possible statute for the nationals or citizens of Macau? Sr Hall Themido said that the UK's concern was well appreciated in Lisbon. He undertook to enquire whether there had been any further developments and to let both Mrs Chalker and Mr Waddington at the Home Office know. Sra Aguiar added that the rules for acquiring Portuguese citizenship were already quite strict. Portugal had no great desire to be flooded by immigrants from Macau.

2. Sra Aguiar said there were about 40,000 Portuguese immigrants in the UK, the great majority in London or in the Channel Islands. Most of the Portuguese in Jersey were from Madeira. She had discussed with Mr Waddington earlier in the day whether Portuguese nationals in Jersey could be granted social security benefits. Mrs Chalker noted that Jersey was not part of the Community for these purposes.

Sra Aguiar understood this and was not asking for such privileges as an EC right; she was rather hoping that it might be possible to conclude a bilateral convention. Mrs Chalker
