Dear Jöhn,
FUTURE OF MACAO: PORTUGAL/CHINA TALKS
1. At dinner with our Portugese colleague last Friday we met a certain Jose Miguel Queiroz de Barros, who is Director General in the MFA in Lisbon responsible inter alia for Asia. He was here for another round of negotiations with the Indonesians about the restoration of relations post-Timor. But he had also been consulting with the Portugese Ambassador to the UN (Rui Eduardo Barbosa de Medina) in preparation for talks with the Chinese about Macao in Peking later this month. Barbosa de Medina will apparently lead the Portugese delegation and Queiroz de Barros will accompany.
2. I had the impression that the meeting would be the first formal round following extensive preliminary contacts, but you will no doubt have the details: Queiroz de Barros said the press had picked up the story, though I have not seen it reported in the UK or US papers. The delegation will travel to Peking via Hong Kong and Macao, and Queiroz de Barros said the Portugese Consul in Hong Kong intended to seek to arrange for Barbosa de Medina to call on the Governor.
You's
ever,
Peter
