Peking telno 791 of 13 May gave some news of those who will probably be involved in the Chinese side with the Sino- Portuguese negotiations over Macao.

2. The telegram said that Peking knew about Ke Zaishuo, Zhou Nan and Zhao Jihua, but not about Ke Zhengping or Shao Tianren. We have the following:

Ke Zhengping (2688/2973/1627) was born in Guangdong in 1911. He has been identified in a variety of roles in Macao since at least 1951. He was identified as the Manager of the Nankwang (Nanguang) Trading Company, a Chinese front body, during the riots in Macao during the Cultural Revolution, when he made representations to the then governor, and he continued in this role probably until 1985. He was then reported to be a member of the Hong Kong and Macao Work Committee;

Shao Tianren (6730/1131/0117) is aged about 72. He was a legal expert with the MFA for many years, and was a member of the Chinese delegation to the Sino- British talks on Hong Kong in 1983. Since 1983, he has technically retired, but has been noted as an adviser to the Foreign Affairs Committee of the NPC. In June 1985, he was named a member of the Committee for Drafting the Basic Law for Hong Kong.
