1. We spoke yesterday about the Portugese request to have talks with Dr Wilson about our experience in negotiating with the Chinese over Hong Kong. My Portugese opposite number happened to ring shortly thereafter. He said that the new Portugese chief negotiator at Macao was still shuttling between New York, Lisbon and Macao and would not have his feet fully under his desk until the end of July. By that time the new Portugese Political Director Coutileiro will also have taken up his job. The Portugese were still very much hoping to have the chance to pick Dr Wilson's brains on our experience but thought that they would probably want to seek meeting in September.
