We spoke. I have now discussed the outstanding points with the Secretary of State.

He acepts that there should be a Troika meeting with the Chinese Foreign Minister. Presumably there will also need to be a separate bilateral meeting about Hong Kong matters. I should be grateful if you and others would consider whether these two meetings with the Chinese Foreign Minister would be best run together or separated by an interval.
As to the meeting with Shevardnadze, the Secretary of State would much prefer a working lunch to an ordinary bilateral.
The Secretary of State likes the idea of a Commonwealth lunch. Please plan on that basis.
I have asked him about Lady Howe. He seems to remember that last year there was a ladies' programme but accepts that he may be thinking of the UN 40th Anniversary celebrations. I should be grateful if you would double check on the existence of a separate programme for ladies.
